In recent decades there has been an increasing number of cars and other vehicles in cities which have lead to traffic congestion. The opportunity for people to see roadside billboards has also increased. As a result billboard advertising has become valuable advertising instrument for advertisers. It is a daunting workload to calculate the times drivers and passengers glance at billboards manually in a large metropolis with thousands of roads. If the probability of people looking out of vehicles is fixed, travelers who are on the roads with lower traffic speed, higher traffic density and more queuing time will have more chances to see the billboards. Considering that, we present a meta-level K-means method to automatically evaluate the advertising value of all roads in an urban region. It estimates the traffic state from the taxies' GPS data to evaluate the road advertising value. The experiment was carried out on the real traffic data from one region in Shanghai and the result shows that the proposed method achieves the expected performance.
