The article considers methodological approaches for the effectiveness evaluation of transport systems development programs. For this purpose, statistical modeling and critical analysis of effectiveness evaluation procedures used in the effectiveness evaluation methodology of the state program of the Russian Federation "Development of the transport system", approved by order of the Ministry of Transport of Russia from 02.03.2017 No. 69. The study showed that the main models of the evaluation procedures of the methodology of the Ministry of Transport of Russia are methods of calculating the relative values of the plan, simple arithmetic mean and weighted arithmetic mean. Not all of the analyzed evaluation procedures seem to be correct in terms of statistical methodology. Therefore, the article proposes recommendations for their improvement. The methodological originality of a number of evaluation approaches is established, their constructive interpretation and directions for further development are proposed. The results obtained can be used to develop methods for effectiveness evaluation of programs and subprograms not only of transport systems, but also of other systemic objects, the improvement of the effectiveness of which involves the achievement evaluation of program goals, taking into account the financial resources spent for this purpose.
