The leading role of rocket and space industry (RSI) enterprises in building up innovative potential is discussed. The features of high-tech enterprises functioning are revealed. The tendency to integration and partnership to strengthen innovation activity is shown. The necessity of organization’s competencies development, expansion, updating and transformation for the production of complex RST products is proved. The ways of eliminating the gaps between the manufacturer’s existing competencies and the competencies necessary for creating an innovative product are determined – the development of the organization’s own competencies and cooperation with partners in innovation activities. The effects of partnership interaction that contribute to the elimination of gaps in competencies for an innovative product production are analyzed. A sequence of actions to justify the feasibility of developing an innovative partnership is proposed. An approach to the assessment of potential partners has been developed. This approach consists in determining the integral level of the organization’s competencies through the hierarchy of competencies and allows the further work on the organization of innovative partnership and long-term cooperation within the framework of innovation activities.
