The paper presents the measurement results of the velocity vector and the Reynolds stress tensor profiles in a turbulent boundary layer at air-water interface, when the dynamic pressure of the gas flow is sufficient to induce the movement of the upper layers of the liquid with the generation of waves without drop entrainment. According to the problem statement, such a boundary condition combines at once two points of the classical problems for the boundary layer - flow around a moving wall and flow around a rough surface. It is shown that a turbulent boundary layer of a gas flowing around an interface with a calm liquid has its own unique features. The presence of moving waves induced by the dynamic pressure of the air flow on the interface causes the appearance of recirculation zones near the wall and a significant increase of turbulence intensity in the buffer region, which is comparable in value with the case of flow around a fixed rough wall.
