This research focuses on the identification of major factors that cause budget overruns in construction projects in Pakistan. The study used a quantitative approach to identify factors causing cost overruns in the construction industry. However, questionnaires were structured and validated through a pilot study carried out among construction professionals in Pakistan. Further, an actual survey was conducted among clients, consultants, contractors, and project handling staff of the construction industry. Moreover, 130 questionnaires were distributed, and among those, only 89 valid responses were received. The analysis of the study was conducted by ranking factors using the average index approach. In the results, there were only five major factors that caused cost overruns in construction projects in Pakistan. These factors are lack of funds, suspension of work, modifications in design, unskilled labour and workforce, and poor decision-making. This research supports the professionals in the Pakistani construction industry in avoiding major cost overruns in future projects.
