In the paper it is proposed the approach to normative profiles forming at critical software certification on the basis of ontology. The critical software evaluation procedure includes normative profiles forming, reengineering of the design process, statistical analysis of the source code, dynamic software analysis. It is considered the development of elements in intelligent decision-making support system for normative profiles forming. Application of the approach as a part of the computerized dialogue decision making support system at critical software certification will provide the increase in overall performance by the certified auditor at the expense of lowering in routine work when forming a normative profile on software, and also lowering the risks of incorrect decisions acceptance in software technical documentation text analysis. It is pointed out the stages of normative profiles forming and verification. It is also offered the requirements to intelligent integrated decision-making support system for normative profiles forming using ontology-based methods. It is given the principles the system is to be based on.
