This chapter explains how ramp meters can lessen freeway congestion and why some people oppose them. Clearly, if there are too many cars on the freeway, traffic will have to slow down. By increasing the fraction of time that ramp meters are red, traffic controllers can reduce the inflow of cars to the freeway during times of peak congestion. The chapter describes the three approaches used to determine how time is allocated between green and red lights for ramp meters: pre‐timed metering, local traffic responsive metering, and systemwide traffic responsive metering. Lei Zhang and David Levinson propose that the ramp meters be set to minimize average travel time based on a weighted average of traveler waiting times in which travelers who wait longer on the ramps have their travel times weighted more. The chapter also discusses the measurement of the impact of ramp meters.
