A development environment is presented for fuzzy rule-based traffic control systems. This Macintosh environment allows a user to simulate traffic on a network of streets and create fuzzy decision rules for adjusting traffic signal timing parameters at the intersections. The following signal timing parameters could be optimised: cycle time, phase split and offset. The cycle time is the duration for completing all phases of a signal, the phase shift is the division of the cycle time into periods of green signal for competing approaches, and the offset is the time relationship between the start of each phase among adjacent intersections. During simulation, various graphical displays help the user interactively debug and fine-tune the decision rules. When the results are satisfactory, C or Ada code can be automatically generated to implement the fuzzy knowledge base. A specific knowledge base was developed using this environment. Some results are presented.
