Claiming unprofitability the Deutsche Bahn AG closed down the InterRegio at the end of 2002. At the same time new entrants (Connex) introduce a quite similar product and they are able to earn profits. This paper shows that offering passenger transport by railways does not necessarily depend on cost efficiency but may be a result of a strategic decision. A monopolist closes down a low quality product (InterRegio) if it cannibalizes the high quality offer (ICE). If the market is free to enter the monopolist shuts down to InterRegio only if he is able to deter entry convincingly. The threat of limit prices is credible only if the monopolist has private information about demand.
