The economic model for assessing parking enforcement policy that was derived in Part I of this paper is critically evaluated. The potentially adverse equity effects of policies based on model outputs, as well as the operational problems associated with using and estimating the model, are found to be particularly problematic. The model's feasibility is analyzed with respect to its pros and cons and it is suggested that the model's potential contribution to integrated transport planning, together with the shortcomings of alternative policy objectives, justify the desirability of implementing such an approach.
