The social loss function arising from the economic appraisal of crime and punishment, as developed by Becker (1968), forms the basis for the derivation of a model for the allocation of scarce parking resources. The necessary adjustments to the generic economic model are presented and justified on the grounds of hypothesized and observed illegal parking behaviour. The resulting model's theoretical properties and information requirements are assessed. It is shown that optimality involves a trade‐off between the level of fine and the the level of committed enforcement resources and will not necessarily coincide with traditional objectives of parking enforcement.
