It discusses the main matters to be solved (demand, financing and role of state) and develops a model of industial reorganization with a modern government role, providing underutilized industrial assets for the private sector to hire it to build vessels for the Navy and other demanding sectors.
An economic projection is made for five markets measuring their combined impact on Production, Jobs, Taxes, Foreign Exchange and Financing requirements.
