Operational considerations leading to the Navy COIN/LARA program are discussed and the need for an aircraft with the capability to operate in battlefield environments is indicated. The kind of performance needed to achieve adequate survivability and effective operations is covered with particular emphasis on design trade-offs and tactical applications of performance characteristics which can be optimized at moderate speeds.
