Many MPOs have identified the lack of affordable, useful freight data as a major concern. While national-level commodity flow information is available, it is provided at aggregate levels, limiting its usefulness to metropolitan planning. Because MPOs have access to modest data, planners have little sense of the holistic freight trip and do not know relevant details like origin, commodity characteristics, modes of travel used, routes, transfer points, and destination. The primary purpose of this study is to identify the ITS opportunities available for improving the efficiency and effectiveness of collecting freight data by MPOs.
