The paper presents a scenario of the growing Soviet Naval strength and a brief review of the trends in construction costs which have accompanied increases in ship design complexity from World War II to the present. Pre-overhaul planning considerations are discussed and emphasis is placed on the need to improve overhaul effectiveness in the interest of maximizing fleet combat readiness. Finally, the principle, advantages and limitations of implementing a Planned Availability Concept (PAC) are presented, together with a reference to the interfacing Maintenance and Material Management (3M) System.
