An Advanced Traffic Management System (ATMS), referred to as TRIMARC (Traffic Response and Incident Management Assisting the River Cities), was installed in the Louisville, Kentucky and southern Indiana area beginning in the summer of 1998. A system integrator approach was used for the installation, operation, and maintenance of this system. The system integrator approach involved using Special Experimental Project No. 14 (SEP-14) procedures to procure the services of an equipment installation contractor. The objective of this study was to evaluate the effectiveness and success of the TRIMARC project including the SEP-14 process.
