The purpose of the proposed project is to make improvements on the 0.7 mile segment of present U.S. 31 Highway in Birmingham, Ala., between 37th Avenue and 41st Avenue north. According to the relocation assistance study made by the Right of Way Department there will be approximately 24 families, 2 businesses, and one non-profit organization displaced. The present plan assembly will require removal of an existing student underpass under U.S. 31. The project is in a suburban area requiring portions of residences, two businesses, one church and other outbuildings. The main purpose of the project is to provide an additional bridge over the Southern Railway and provide additional left turn lanes along U.S. 31. The design provides safe grades and alignment to accomplish this purpose. Due to the anticipated increase in traffic on the new facility there might possibly be additional automobile and truck fumes and the noise will be increased slightly. There will also be additional noise of road building and bridge building equipment during the construction of the project.
