The project, designated as a safety project, is for the construction of a railroad overpass and necessary approaches at Tomkins Crossing on U.S. Route 35, Kanawha County, between St. Albans, and the Interstate 64 - U.S. Route 35 Interchange north of Scary, West Virginia. The project begins near Third Avenue, Marlaing Addition, and extends northward 1.4 miles to the vicinity of Scary. The project will consist of two 12- foot lanes with 10 foot shoulders. The initial construction will be the two southbound lanes with a partial controlled access right of way acquired for the future four lanes. Environmental impacts are discussed.
