A statistical model for predicting, by shop and skill level, man-hour demands for unscheduled maintenance on aircraft. The manpower prediction technique and manpower allocation model are described. The prediction technique estimates future manpower requirements by integrating statistical estimates of aircraft repair characteristics and projected aircraft flying programs. The allocation model takes a systems approach to manpower distribution, using the predicted demands along with manpower cost and effectiveness data to match a base's shop manning with its projected flying program.
