The project proposes to construct a new airport at De Smet, South Dakota. This would involve land acquisition - development and clear zones; site preparation and drainage of the NW/SE landing strip 150' x 4,100'; connecting taxiway 40' x 175'; apron 150' x 300'; auto parking 150' x 300'; access road 26' x 1,120'; hangar and aircraft tie-down areas; construction and install a lighted wind cone, segmented circle and landing strip markers; gravel surface auto parking lot and access road; fencing, seeding and obstruction removal. There are no known historical sites/areas of scenic beauty and no wildlife breeding grounds near the proposed airport. Noise pollution will increase as activity increases. The noise increase will be minimal as the runway length still limits the using aircraft to piston engine general aviation. Minimal increase in air pollution will occur as usage increases.
