Examining ways to increase the use of public transportation services and all forms of high-occupancy vehicles (HOVs) are being considered in many metropolitan areas and mid-sized communities throughout Texas and the United States. This study investigated the national and state experience with different policies and programs to enhance the use of all forms of transit and HOVs, as well as walking, bicycling, and alternative work arrangements.
