Traffic safety programs planned and carried out at the local level, must be sustained by adequate resources if they are to achieve their immediate objectives and long range goals. Guide 8 has been designed as a resource document to inform local officials of available assistance programs and to suggest methods of program support. The guide opens with a brief description of the traffic safety support problem and follows with a discussion of the Highway Safety Act of 1966 as the principal source of federal highway safety assistance and national highway safety coordination. The remainder of the guide is separated into sections which correspond to the national highway safety program standards considered in this study to be of particular relevance to local government.
