The guide presents a discussion of the areawide approaches available for local administration of traffic safety programs. The guide describes those aspects of the highway safety problem which bear a specific relation to the lack of intergovernmental cooperation which presently characterizes many aspects of the traffic safety field. This is followed by a discussion of the areawide approach as a concept, the necessity of support from local elected officials, the need for its integration into the local political process, and the criteria to be considered in organizing for areawide cooperation. The substance of the guide treats the legal basis needed for creating intergovernmental cooperative agreements and the types of formal and informal areawide organizations which may be applicable to local traffic safety programs.
