The US Department of Energy (DOE) has selected the Idaho National Engineering Laboratory (INEL) to test and evaluate electric and hybrid vehicle systems and selected electric vehicle battery systems. The Jet Propulsion Laboratory (JPL) in Pasadena, California was the previous DOE contractor. Equipment used by JPL (except data acquisition equipment) was transferred to INEL and installed at the Idaho Laboratory Facility. EG and G Idaho, Inc., was required to conduct a series of transition tests to demonstrate that the INEL is a qualified replacement for JPL. This report describes the transition tests, and the facilities and systems used. Results from the tests clearly demonstrate that INEL test data can confidently be compared with JPL test data. This comparison will allow continuity in the overall DOE evaluation of the state of electric vehicle development and clearly qualifies INEL as a competent replacement for JPL.
