West Virginia has elected to identify routes with the highest number of fatal or incapacitating accidents per mile as a means to reduce the number and/or severity of crashes Statewide. West Virginia's transparency report for FY 2012 will include the 5% of routes in the State having the highest number of fatal or incapacitating accidents per mile. Timeframe used for this report is January 1, 2009 December 31, 2011. West Virginia owns and maintains nearly all of the roads in the State, including all secondary or county routes, thus preparing a 5% report that includes all public roads in the State is not difficult. The only criteria used to generate the list were the road had to be greater than a mile in length and higher than 400 ADT. Tables 1, 2, and 3 of this report list the routes in the Interstate Route, US & WV Routes and County Route classifications which exhibited the 5% highest number of fatal or incapacitating accidents per mile. For each route, the tables include potential remedies, estimated costs, and any implementation impediments.
