Sections 148(c)(1)(A) and 148(c)(2) require that states develop and implement a Strategic Highway Safety Plan (SHSP) that identifies and analyzes highway safety problems and opportunities on all public roads. The sections further require that a state's SHSP be developed by using the states crash records database to identify the state's most severe highway safety problems. Section 148(c)(1)(D) further requires that states utilize the SHSP process in the development of their annual five percent (5%) reports. West Virginia can boast of having one of the nation's first crash records databases, which enabled the States HSIP to have been supported by crash data since its inception. The States Crash Records Database is housed in the Traffic Safety Planning & Analysis Section of Traffic Engineering in the Division of Highways. In addition to the Crash Records Database, the Traffic Safety Planning & Analysis Section is responsible for the overall Highway Safety Improvement Program, which includes development and implementation of the SHSP, administration and management of all three of programs included under the HSIP - the States HSIP project selection, the Highway/Railroad Grade Crossing program, and the High Risk Rural Roads Program and the development and use of this document.
