This Environmental Assessment (EA) analyzes the potential impacts on the human environment resulting from the implementation of Naval Weapons Station (NWS) Concord Port Terminal Operations and Administration Building alternatives. This EA has been prepared pursuant to the requirements of the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) implementing regulations (40 CFR 1500-1508), and the U.S. Navy Environmental and Natural Resources Program Manual (OPNAVINST 5090.1B). The proposed project is to construct a 13,800-square foot (1,280 m2) Port Terminal Operations and Administration Building to serve Naval Weapons Station (NWS) Concord. The facility would be used primarily for administrative functions related to the administration, coordination, management, supervision, and oversight of waterfront operations and work crews by both the U.S. Navy and U.S. Coast Guard.
