The proposed project involves a segment of an East-West Freeway Network which extends approximately 298 miles from I-129 in Sioux City to the Iowa-Illinois State line, southeast of Dubuque. This facility will be a four-lane divided highway running parallel to the present U.S. 20 about 1/2 to 1 1/2 miles south, bypassing towns along the route. Interchanges will be constructed at points to connect towns to the freeway, and access will be provided at major county roads. It begins at Iowa 297, 1 mile south of Raymond, and extends easterly to the extension of Iowa 187 in Buchanan County. The length of the proposed project is approximately 30 miles. The proposed project will divert productive cropland to transportation use. It would also remove trees which constitute wildlife habitat at the river and creek crossings. Dislocation of individuals and homes will be few because of the rural nature of the freeway. Noise and air pollution in the corridor would increase due to increases in traffic volumes. A fast, safe and efficient transportation facility in the area would be the major positive impact of the project.
