On June 10, 1999, more than forty partner countries and organizations signed the Stability Pact for South Eastern Europe in Cologne, Germany with the objective of strengthening the countries of South Eastern Europe in their efforts to foster peace, democracy, respect for human rights, and economic prosperity in order to achieve stability in the whole region. The United States Agency for International Developments (USAIDs) Regional Infrastructure Program (RIP) for Water and Transport was developed as an important element of the U.S. Governments overall program of support for achieving Stability Pact objectives in the region. Booz Allen Hamilton has been retained by USAID to assist in this program by supporting specific efforts to improve the water and transportation infrastructure in the Balkans region. Booz Allens current project is to analyze the feasibility of developing an intermodal trade and transport facility (ITTF) for truck and rail activities via a public-private partnership (PPP). The working hypothesis is that the ITTF would be located at one of two adjacent sites north of the town of Matulji, along the road between Rijeka and the Slovenian border. The ITTF would serve as a transportation hub for an adjacent industrial park. It could also serve as a point for customs to clear goods bound to or from Slovenia and the rest of the EU. Among these would be goods traveling to and from Trieste, which has emerged as Croatias principal general cargo port. Unfortunately, an intermodal trade and transport facility at either of these sites is not feasible at this time. Both sites are characterized by extremely difficult topography and lack direct road and rail access.
