The proposed project is 18.6 miles of freeway on a new location. The project begins at an interchange with proposed Freeway 520 near the south corporate limits of the City of Cedar Falls, proceeds north through the city, and thence north approximately twelve miles to an interchange with Iowa Highway 3 east of Waverly. In the rural portions the environmental effects will include diversion of land from agriculture to transportation uses, alteration of wildlife habitat, and displacement of a number of farm families. In the City of Cedar Falls the project will displace approximately 120 families. The project will have distributional effects on air pollution and noise levels. Portions of four parks or recreation areas will be required for right-of-way. The impact on recreation will be offset by creation of a 'green belt' corridor and restoration of the channel of Dry Run Creek.
