The study is sponsored by the Division of Highways, State of California, and investigates various operational aspects of urban freeways. The first phase began October 1967 and continued to December 1968. This phase provided an inventory of existing traffic conditions on approximately 140 directional miles of freeway in the San Francisco Bay area, and identified critical congested sections, ascertained their cause, and estimated their effect on traffic operations. The second phase began in early 1969. It was directed toward a detailed analysis of two selected portions of the freeway system, and the development of a systematic analytical procedure for evaluating design and control improvements. The third phase, or the current phase, is to conduct research in four major areas: (1) network flow, (2) control strategy, (3) systems analysis, and (4) freeway model refinement. The report is one of six interim reports and covers the area of model refinement.
