The Rail Safety and Service Improvement Act of 1982 authorized federal assistance for the proposed Philadelphia-Atlantic City rail service project. GAO was asked to review the adequacy of the project's nonfederal funding, the need for and the adequacy of an environmental impact statement, and Amtrak's projection of the revenue to be obtained from operating the rail service. The project has not progressed as rapidly as anticipated in the 1982 Act. To date, the project is still in the planning and development stage and its future progress is uncertain.
