The report evaluates the methodologies Amtrak used to analyze the market potential for reinstating passenger rail service through Oklahoma. The study assessed whether the revenue and cost projection models and supporting data bases that Amtrak used for the Oklahoma route analyses reasonably represented actual market conditions and costs for the proposed Amtrak routes. On the basis of the study of the models and data bases, the supportability of Amtrak's conclusions regarding the financial and ridership performance of the seven Oklahoma route options was also evaluated. The study concludes with Amtrak that it is likely that passenger service initiated on any of the seven proposed Oklahoma route options would produce substantial financial losses.
