Standards of performance to control Volatile Organic Compounds (VOC) from new, modified, and reconstructed automobile and light-duty truck surface coating operations are being proposed under Section 111 of the Clean Air Act. This document contains information on automobile and light-duty truck surface coating operations and VOC Emission Control Technology, as well as a discussion of the selected emission limitations and the supporting data and the alternatives which were considered. Environmental and economic impact analyses of the proposed standards are also included.
