Recognizing the problems posed by congestion and delay within the National Airspace System, the Federal Aviation Administration (FAA), airport operators, and aviation industry groups initiated joint Airport Capacity Design Teams at various major air carrier airports throughout the United States. Each Capacity Team identifies and evaluates alternative means to enhance existing airport and airspace capacity to handle future demand, decrease delays, and improve airport efficiency, and works to develop a coordinated action plan for reducing airport delay. Over 35 Airport Capacity Design Teams have either completed their studies or have work in progress. The Eastern Virginia (EVA) Region represents a land area of about 6,840 square miles with a 1991 population of about 2.8 million persons. Projected growth within this area will result in increased demand for improved and expanded aviation services. The region is currently served by three air carrier airports: Richmond International Airport, Norfolk International Airport, and Newport News/Williamsburg International Airport.
