The first edition of the Airport Capacity Enhancement Plan has been developed by the Federal Aviation Administration's newly established Airport Capacity Program Office (ACPO). The plan is intended to increase the capacity and efficient utilization of airports, and to alleviate current and projected aircraft operating delays in the nation's airport system without compromises to safety or to the environment. This plan delineates the goals of the capacity enhancement program. It identifies the concerns of air system users and defines the extent and causes of the capacity and delay problem as it currently exists and is projected for the next decade. The allocation of responsibility for capacity and delay activities within the FAA is discussed. The 53 planned and ongoing FAA projects intended to reduce capacity-related problems are identified. The plan provides descriptions of each of these projects, significant milestones, estimates of their capacity-related benefits, and references to more detailed descriptions of each project.
