Safety and efficiency are major objectives in the Nation's freight transportation sector. But, as this report shows, achieving those goals does not require new forms of ownership and control of railroad rights-of-way. With the attention of railroad management and labor, railroads can be run safely within the present system of private ownership. The administration is committed to continuing private-sector control of this important industry.
