A comprehensive analysis is made of the railroad-highway grade crossing problem nationwide. An economic analysis is employed to assess the need for improving public grade crossings. Alternative levels of improvement needs on a nationwide basis are set forth including the number and type of improvements, costs, anticipated reductions in accidents and casualties, and total benefits. Alternative methods of financing an expanded program of public grade crossing improvements presented to aid the Congress in their deliberations on this matter. An equitable allocation of improvement costs among the railroads, the Federal government, and others is recommended. Specific attention is given to the problems of pedestrian safety along railroad rights-of-way in densely populated urban areas; private crossings; high-speed rail corridors; and railroads in urban areas.
