The problems addressed by the demand-capacity analysis and methodology presented in this report are related to ascertaining the adequacy of port and intermodal development to serve the Nation's domestic and international waterborne commerce. The analysis compares the cargo-handling capability of the existing system of port and terminal facilities with the projected flows of waterborne commerce in the decade of the eighties. The approach used in developing the national port assessment was based on four phases: (1) an inventory of marine terminal facilities in the United States; (2) a survey of representative marine terminal throughput capacities and estimated construction costs of existing public and private marine terminals for handling nine major commodity movements; (3) a forecast of domestic and foreign trade data aggregated into nine cargo movement categories for each of six coastal regions; and (4) a determination of the demand-capacity relationship between port terminal facilities and port cargo movements.
