The results of a surveillance method used in 1990 to ascertain the development of seat belt usage in the Netherlands are described in the report. The methodology is as follows: an observer situated either at junctions, or at exits of motorways, looked inside cars as they waited at traffic lights and noted whether sea belts were worn or not. This method has been used now for twelve years. The usage in outside built-up areas in 1990 was the same as in 1989, namely 78%. The increase in seat belt use since 1986 seems to have definitively come to a standstill. The usage inside built-up areas has slightly decreased and amounts to 59%. The decrease in seat belt use since 1989 appears to continue.
