During October 1990 a combined survey was done into the presence and use of safety belts and child seats on the back seats of cars. On the survey loactions outside built-up areas it was found that in 39% of the cars a safety system was present on the side back seats. In the middle of the seat the presence was 26%. Inside built-up areas these percentages were 35% and 21%. Compared with the results of 1989, this means an increase in use of the mentioned safety systems of 10% on locations outside built-up areas and inside built-up areas an increase in use of these systems of 8%. The use of safety systems on the back seats of cars correlated with the age of the vehicle occupants. For children up to 5 years old the percentage is 72%, while this percentage in 1990 was 90%. 27% of the children in the 5-12 age group uses the safety systems on the back seat. In the 12-18 age bracket this use is 23%. For adults the percentage is not yet 10%. The policy of the Dutch government for mandatory safety systems on the back seats of cars as from January 1990 will lead on the long term to all cars having safety belts on the back seats. But the results of the study clearly show that the mandatory presence does not lead to the use of them.
