The objective of the pedestrian injury causation study is to provide data which will support rulemaking policies to reduce pedestrian fatalities and injuries. The pedestrian accident has been perhaps the least tractable of all accidents because of the gross mismatch which occurs when the human and the vehicle collide. This was an on-scene study of pedestrian accidents conducted during a 30-month period in the City of Buffalo and four key suburban jurisdictions. A total of 450 detailed investigations of pedestrian/motor vehicle accidents selected at random from the reported accidents were collected by a two-man investigation team operating from a mobile accident investigation van with the capability of monitoring police frequencies.
