The Demonstration Project was carried out on six signalized intersections on Queen Street, City of Toronto. Its goal was to conduct a demonstration project of 'non-optimizing priority' signal pre-emption favoring streetcars in mixed traffic in order to determine the feasibility of the concept, its potential benefits, and its applicability to other areas. The Demonstration Project included the specification, procurement and installation of the priority system hardware; programming and pre-testing the equipment; conducting the demonstration and the data collection program, and evaluation of the results. Results of the demonstration project involving a pilot test of 'non-optimizing priority' signal pre-emption for streetcar vehicles at six consecutive signalized intersections are encouraging. Travel time savings for streetcars as high as 20% in the PM period and as low as 6% in the AM period were recorded. When extrapolated to the remaining portions of the Queen Street route, these savings are sufficient to reduce streetcar requirements and operating costs in the off-peak and PM periods. Such a reduction allows for the deferment of purchasing the next vehicle normally required by increasing congestion on the route, by as much as seven years. Passenger time savings are also very significant.
