This study was undertaken to modify the intervening opportunities trip distribution model used at CATS (Chicago Area Transportation Study) in response to the needs of continuing transportation planning for design traffic volumes. An opportunity model based on a purpose trip split was formulated and tested against the conventional two-L model. The purpose model is clearly superior in simulating data base year zonal interchanges. The error analysis done to evaluate the alternative model formulations is significant for all applications of the opportunity model, not just those associated with the special problems of continuing planning. Substantial biases of underestimation accounting for a large portion of model error were found at most levels of interchange volume and for intrazonal trips.
