The report is one of five reports supporting the application of market opportunity analysis to short-range public transportation planning. The report contains a suggested classification of the transportation disadvantaged that recognizes a powerful deterent from using public transportation - - possession of a driver's license. With such a classification, substantial errors in patronage estimation can be avoided. The research found that the severely handicapped, who could be accommodated on conventional transit only with extensive modifications to the vehicle and careful training of drivers and attendants, are likely to make up a very small percentage of the disadvantaged population. It follows that it is not equitable to redesign and retrofit an entire transit system to meet the needs of relatively few individuals if the bulk of the passengers would be inconvenienced by such provision. For the severely handicapped, specialized services are recommended. Furthermore, it is recommended that a concentrated effort be made to match vehicle characteristics and services with the needs of the various market segments of the transportation disadvantaged rather than to attempt to provide one type of vehicle and service to all market segments.
