This paper describes a Networked Enabled Operations (Next Generation Trajectory Based Operations) Provided by Multi-Agency Surveillance Service Oriented Architecture (Surveillance Data Network). Trajectory Based Operations (TBOs) [2] will require “operational changes” to the current Traffic Management system. These changes will be accomplished by the use of the concept of Network Enabled Operations (NEO). Meeting the goals and vision of the Next Generation Air Transportation System (NextGen) [3] will require major infrastructure, operational, and policy changes. However, by fully using the current capabilities of the National Airspace System (NAS), aircraft avionics, and the tenets of the System Wide Information Management (SWIM) [4] framework, this transition will be technically achievable and will provide the means for the operational evolution. For NextGen to support TBOs in a safe and efficient manner, it must provide the collaborative decision makers (humans and automation algorithms) information that is current, highly accurate, and reliable. Also the management team must be aware at all times of the quality of the information [5] and that it is sufficient to support the trajectory management operation. NextGen (as with the current NAS) will be a very complex system and all types of information will be necessary to support operations, all of which will require SWIM and NEO to insure decisions are made with the right information, at the right time, and with the right system elements. This paper will only address the NextGen surveillance system (including air/ground data link exchanges) and the information sharing necessary to support TBOs. Many other factors must be considered before achieving NextGen. TBOs will require the management team to have surveillance information which supports approval of the 4D trajectory (full NAS and likely global coverage [6]). It is also necessary to monitor the execution [7] of the TBO by the “flight team” (humans and automation) which in some portions of the trajectory will require highly accurate and timely information (e.g., very tight tailored arrivals or airport surface movement). This will require networking of the surveillance information (e.g., the Surveillance Data Network (SDN) [8]), new surveillance systems (e.g., Automatic Dependent Surveillance-Broadcast (ADS-B) [9, 10, 11], ADS-C (Contract) and multilateration systems [12,
