4D Trajectory Management will require "operational changes" to the current traffic management system. These changes will be accomplished by the use of the Network Enabled Operations (NEO) concept. Meeting the goals and vision of the Next Generation Air Transportation System (NextGen) will require major infrastructure and operational changes. However, by fully using the current capabilities of the National Airspace System (NAS), aircraft avionics, and the tenets of the System Wide Information Management (SWIM) program, this transition will be technically easy and will provide the means for the operational evolution. For NextGen to support 4D Trajectory Management in a safe and efficient manner, it must provide "the management team" (humans and automation algorithms) information that is current, highly accurate, and reliable. The management team must be aware at all times of the quality of information and that it is sufficient to support the trajectory management operation. NextGen (as with the current NAS) will be a very complex system and all types of information will be necessary to support operations, all of which will require SWIM and NEO to insure decisions are made with the right information and at the right time. This paper will only address the NextGen surveillance system and the information sharing necessary to support 4D Trajectory Management operations. Many other factors must be considered before achieving NextGen.
