Considering current situation and problems of maintenance management in Chinese high-speed railway signaling system, an optimal maintenance model which is combined with maintenance activity is proposed. This model can reduce the maintenance cost and optimize period with considering the situation that the maintenance cost of system increases as time goes on and failure rate increases for system's degradation. This model is based on periodic T preventive maintenance policy and groups the key devices of signal system. In the period of preventive maintenance all faults are removed by minimal maintenance or condition based maintenance in time-interval (0, S] and a perfect maintenance is done when a fault affects system operation in (S, T]. If no fault affects system operation in time-interval (S, T], a preventive maintenance is carried out in period T with a condition based maintenance carried out in the whole interval (0, T] continuously. Finally, according to the real system's data analysis, supposing that groups can be maintained concurrently and group fault meets the Weibull distribution, a reasonable maintenance model is suggested by calculating optimal period and cost.
