Vehicular Ad Hoc Network (VANETs) is the intelligent technology which is developed to perform effective transportation among the vehicles. In recent times the usage of vehicles are tremendously increased which creates imbalance among them. As the result the communication stability is reduced with the increase of delay and energy consumption among the vehicles. In order to attain effective communication it becomes essential to provide a balanced routing in the network. For that purpose in this article delay tolerant load balancing routing model is developed for RSU guided vehicular network (DLR-VANETs). The core processes which are present in this model are effective RSU localization and delay tolerant load balancing routing. Through this process the resources are properly balanced among the vehicles and the RSU are effectively utilized to monitor the high speed vehicular movement. As the result stable communication is attained which result in the improvement of overall performance. The proposed DLR-VANETs are implemented in NS2, and the network throughput, packet delivery ratio, communication delay, and communication overhead are the main performance analysis parameters. The implementation findings demonstrates that the suggested DLR-VANETs effectively minimize delay and enhance the delivery ratio of vehicles, enabling reliable communication among them.
