Advances in motorization have brought many benefits to people's lives. On the other hand, many traffic accidents have occurred and both traffic jams and pollution have constituted social problems, so that the traffic environment has become more and more acute. The police intend to construct a new Universal Traffic Management System (UTMS) based on a new concept with the aim of realizing a "safe and comfortable traffic society that is friendly to the environment" as well as solving traffic problems from the standpoint of a traffic administrator. This UTMS is intended to give real-time traffic information to drivers by using the most advanced information communication technology and positively supporting the improvement of passenger and physical distribution efficiency, safe driving, traffic pollution control, etc. The Tokyo Metropolitan Police Department began jointly adopting a Public Transportation Priority System (PTPS) in the waterfront sub-center with the Tokyo Metropolitan Traffic Bureau. From the viewpoint that cooperation among administrative bodies such as the Tokyo Metropolitan Government and private bodies is indispensable, the Tokyo UTMS Promotion Liaison Council was established to promote further understanding and utilization of the UTMS. This thesis describes the background of the establishment of the Tokyo UTMS Promotion Liaison Council and outlines future UTMS promotion plans.
